They simply didn't prioritize him since he's not popular and wouldn't disappoint anyone with his exclusion. Same with Freeman. You put all the essentials in the base roster and you add the missing characters later mixed in with characters people actually want.
Isn't Fatal Fury pretty varied anyway? I'm not an expert since it's hard learn older fighting games without friends to play with or mods but I've played a bit of Real Bout 2 and Mark of the Wolves and they're completely different games.
