The only reason you find Serena is because you were sent to investigate vampire activity. iirc there's an NPC near the boat to the castle that says he feels uncomfortable just being close to the shore. The Volkihar literally have an aura around the place that makes anyone scared to investigate. They also prefer to work in secrecy. When they do give you sidequests to go out into the world there's a side objective to not get caught. The whole point of the DLC is that their leader is tired of living life isolated like this and want to blot out the sun so vampires can go out freely and conquer the world
