Legally, that doesn't matter. Literally every piece of media EVER that can be duplicated exists as a "licensed copy". It's literally even the same for books. You don't own the book, you don't own the story. The license dictates that you only own the bound set of paper with words printed on them. The words themselves, however, are not your property. To claim that they are would get you in trouble with the law.

Now, obviously that's just splitting a really obnoxious hair when you get right down to it. But courts care about that shit. Software and video games companies in particular have also gotten unnecessarily draconian with their license terms, which is where the real arguments stem from.

That was when landmark rulings were made that all you buy is the license because back then software was just code printed on pieces of paper... so people just photocopied code and re-distributed it for free, so the legal precedence was created that you merely get access to what it says on the paper, but you don't OWN whatever it says on the paper.

It's just that prior to the internet becoming mainstream, copyright was simply limited by the reality of the ability to enforce it, but now the law that existed for half a century can be enforced at all times without exceptions.

All my physical discs can be used until I or time destroy them, and I can still make safety copies of them for as long as I want.
Same with GoG. I don't remember a single GoG game that would require me to connect to the internet. Once I buy it, I make an extra safety copy on my external HDD, and once again, I can keep copying that backup eternally, and reinstall the game until I am 999 years old.

Cartridges/disks are the physical media the game code exists on. It is a distribution method. You own the disks themselves and can even get them replaced under warranty, but you are not entitled to the game code beyond that.
