That's the actual answer, as silly as it sounds. They had problems with implementing them, so vehicles got handwaved as impossible to use anymore due to radiation magic.

Don't worry, this'll all be finally fixed when they're forced to abandon Gamebryo and use Unreal 5 like literally everyone else.
They'll lock vehicles behind DLC, of course, it'd be too good to just let you have a vehicle in the basegame since they want to "test the waters for if fans are ready for a Fallout designed around using vehicles", but it'll happen eventually.

If Bethesda included a vehicle in one of their games, it would be unavoidable and shoved in your face constantly because they wouldn't want to waste development time on something players might not see. You would unlock it within the first two hours and half the development time would be dedicated to the car gimmick, letting you find incremental upgrades for fuel efficiency and more storage space. The world would be completely empty and untraversable by foot, and naturally the RPG elements would have to be slimmed down even further.
In the end the car wouldn't even feel cool or special because it would be assumed that you have it by default.

Well, no shit. That's why their games tended to be easy to mod, as if during design stage they already considered modding being very important for their success. So, they put most of their work into creating settings, the rest of the game being quite obviously bare-bones. This way they save time and money on making things they're not sure people will like, instead concentrating on making an environment that is interesting enough to mod it to player's liking.
The successful modding scene made Bethesda even lazier than they used to be. Just how many re-releases Skyrim had?

You'd like the Phoenix Point game. You can brink vehicles into battle and use their heavy weapons for support fire. You can also load your units into them for rapid transport across the map. There was also a game set in a cold place that let you use a vehicle as well. I can't remember it, but it's like the old Fallouts.

I skipped all that by cheating resources. Also installed a mod that let me go full machine when augmenting soldiers. Unfortunately I never got to see the higher stage hives because I was so effective that I always caught them early. That's the one downside of the game. They needed more hive variety.

Nah, Bully uses Gamebryo and has vehicles. It’s just vehicles don’t fit Bethesda world spaces because everything is cluttered and filled to the max. It kinda works in NV because of how empty it is, honestly the frontier did it best imo.
