If Bethesda included a vehicle in one of their games, it would be unavoidable and shoved in your face constantly because they wouldn't want to waste development time on something players might not see. You would unlock it within the first two hours and half the development time would be dedicated to the car gimmick, letting you find incremental upgrades for fuel efficiency and more storage space. The world would be completely empty and untraversable by foot, and naturally the RPG elements would have to be slimmed down even further.In the end the car wouldn't even feel cool or special because it would be assumed that you have it by default.
