Japan has never had to code for PC before in any real fashion. They always had their own engines that they were familiar with, like the MSX, which used BASIC. Once they had to move to C, things fell apart and they just gave up on PCs because there was no market for it. PC was for work, not for games. It is only recent years that Japanese devs have realized they were missing a huge market by snubbing PC, but they don't have anyone that has ever programmed for PC gaming and no one knows how to optimism across so many different hardware configs. The real problem though is that Japan loves to have a tight leash on what you are and aren't allowed to do with the game, so they have so many checks the games have to jump through and they will even go as far as putting Russian Malware in it to stop you from pirating.
