I person who haven't finished 1st part won't buy 2nd, a person who haven't finished 2nd won't buy 3rd. It's not like Final Fantasy 8, 9, 10 or most game series for that matter when each game is new and you don't have to play previous one. FF7 remake is literally a single game devided into 3 so it doesn't make sense for anyone to buy FF7.3 if he haven't played FF7.1 and FF7.2. Therefore less and less sales with each entire.
