It sounds more like because they don't have anything except a vague idea of an idea.

I don't have insider info but the way valve seems to work is they let their guys do what they want and then if they can all come together for someone who has a great idea then they all get on board and make it.
So if you think about that realistically it means people who have skill and charisma get projects done at valve.
they themselves with maybe some help from colleagues make a prototype of what they come up with, sell it to the team and then they get on board and do it.
When it comes to something like portal or half life 3. Well its not new, its already been done so how are you gonna sell it to the team.
Saying that though, they made that TPS recently and it seems to be pretty mediocre so idk why they all joined in for that.

Valva makes games based on group interest. They just admitted that they dont have a fucking thing beyond an idea for starting the game. Thats less than the non scam kickstarters. If they had anything worth creating a game around they would have more than two people.

Awesome, millions of people have a bunch of ideas and literally nothing else, get off your ass and do something with it. Not like Valve has their own game dev engine you can use to actually workshop it or anything.

Valve devs are incredibly lucky, they get treated like actual devs and Gabe respects them enough not to encroach on their creativity. The philosophy of valve is always gameplay first. They find a core idea and reiterate on in a closed environment over and over and over again. Valve is probably the only dev that spends millions of dollars are play testing their games at all stages of development. Their core philosophy is “but is this fun?” And that is why they will only release good content. If we haven’t seen portal 3 or H3 it’s because whatever they have cooked up behind the scenes wasn’t fun enough or revolutionary enough to release. It’s really that simple
