I've always felt that an Act III would be rather gratuitous, since Act I tells the story of the entire rock opera setting. The point is that people are so shitty that the androids expected to do literally everything become disillusioned and abandon these people who claim they can't fight but in reality won't fight. Act II was already the bonus track, so to speak. With the prequel made, the story is completed.
