I mean, nobody's trying to make it at all anymore. Last news post on their website is from 2018. It's legitimately dead.
As for your question, the people developing it eventually moved on to other projects or otherwise just stopped and nobody stepped up to take their place. Pretty common in the FOSS world. The devs apparently wanted to get the game on Steam once it was a little more complete, but that just never happened.
