At the time it's because he was killing cops. Back then cops were hated because they had a tendency to kill innocent people. Even during this event they shot up a car with 2 old Asian ladies in it just because. They put over 100 bullets into the car they shot up and it didn't even match the description of Dorner's vehicle.
