Yes, it basically uses every GTA story trope in the book, but it's more charming with this cartoony fantasy world, and there's also some real ass world building twists as you play. I always found that Jak 2 feels trule huge and epic in a way the first one didn't, and not because it's a big "Open World" city, but because over the course of the game you truly overturn a lot of stones in that world. Like, you go to the top of the tower thing, and later you go into an ancient temple and it's very indiana jonesy, and you go to the alien lair of the Metal Heads in several parts while the threat of their impending invasions comes on, and your nemesis the Baron has more sides to him than it first appears as well. Also the rivalry with Jak and Errol over Keira is pretty kino. I loved the whole "Star Wars Pod Racing" homage.

I remember really wanting a Jak anime as a kid. I enjoyed watching all the futscenes of 2 and 3 more than playing the game. Not to say they weren't fun. After beating 3, Heaven City just became a huge AI shooting free-for-all that you could just get lost in the combat
