Because there is more to the game than combat
>first few floors are dominated by resource management
>smart usage and game knowledge is rewarded

>characters are distinct from each other
>ability to manipulate rng to a certain extent
Isaac is the best rougelike. Most other ones get stale because there is nothing else except for killing enemies, meanwhile half the rooms in Isaac don't even have any enemies in them.

And the answer is that it's the biggest RNG Progression game in how fast you 'win' by getting brimstone on level 1 for example
