You'd think, but it is worse.
While writing for individual characters can on occasion be better, the Narrative absolutely stinks.
Firstly, there's no connecting theme. Each Fallout has had easily picked up themes, whether it's Old World Blues vs New World Hope, What defines human, etc. Fallout London's only seeming theme is "It's London, innit?" (And instead of actually introducing shit to people who have no idea of British Culture, it heavily assumes you know it when it comes to making important quest decisions, or understanding faction motivations.)
When it comes to quest structure and faction choice, it's also worse than Fallout 4. By the time you hit the end of Act 2 in Fallout 4, you've been exposed to every faction you can make a choice with over the course of the main quest, generally getting an understanding of who they are and how they operate. Added to this, you can still find them earlier than their active main quest introduction, and for all except the institute, you can do quests and shit for them. And you can safely work for every faction for a while until they give you a hard choice.
In London, you are only introduced to a faction moments before your hard choice. There's no quests for them before this point, and their deal is not explained to you in any regard, instead relying on your real-world idea of what these factions are to guide you.
And also exploration is relatively shit. Whoever did woeld design has no idea how to handle shit like coloura or livhts fo guide a PC. That's when you can get into a place, though. Everything's locked behind main quest progression, and between the two quests that reward exploration, the one that actually fits with the absolutely shit theme of "It's London, innit" doesn't even award you as well as the one built around a series from America (Cthulhu Mythos).
It's bad. It's so fucking bad.
