Are there any flashcart options for 3DS that can also play OG DS games? I have a cyclods evolution for my ds lite but would like to be able to play on my [whatever the fuck they called the black and blue 3ds] as well

You can just install 3DS games on your SD card with custom firmware, there are 3DS flashcarts like Gateway 3DS that do what you're looking for but from what I heard they're infinitely worse, outdated and risky than just installing games with CFW.
DS flashcarts also work on the 3DS as well, I actually recommend using them over TwilightMenu if you want slightly better compatibility and more space on your main SD.

Niche market. GBA flash carts weren't super popular even when it was the current system so they've always been expensive. Even the first DS flashcarts were expensive but as they got sold by the millions and competitors and clones appeared, DS flashcarts became the cheapest flashcarts for any system ever made and remain that way.

You can install them to your device in a few different ways IIRC.
Also most DS Flash Carts are incompatible with the 3DS (I know my Acekard 2i is locked out). So you need to use homebrew either way to access it.

At that point, why purchase the cart?

Supercard DSTwo is a hard recommendation now.
It's DS mode with extra processing power, that delivers less than what 3DS homebrew can do. That extra power also drains your DS or 3DS battery faster even if it's just plugged in.
The realtime menu is pretty good though, letting you use realtime saves, manage and create cheats, and also look at a loaded text file if you want to give yourself an in-game guide or reference without pulling out your phone or something.
