Claude is a weird transitionary result of the arcade money=score just do whatever you're told for more score gameplay of GTA 1+2 carrying over into something with more of a story and characters. The game is trying to tell a story and show characters but doesn't want you to insert into the world as anything more than a free agent able to do what they want it, so here's Claude who doesn't speak and just does what he's told/whatever the mission is without any motivation except getting money/more score, because that's what they expect you want, even though they want you to see their new characters and story too. The result is that Claude seems like a complete psychopath. For Vice City onwards they made actual characters for the playable character(s) who fit directly into the story with motivations. Claude did have some revenge motivation or something too, he was betrayed by someone during a robbery, it's hard to remember which is the exact point it was very vague, as vague as you being the chosen one in a JRPG, otherwise just a blank vessel to explore the world with.
