The reaction to 3's ending wasn't just because it was bad. It's because it was bad after setting impossible expectations of it being good. It did that because it needed to justify its own hype and the millions blown on marketing it.

I feel like the only way they could have made all those choice feel like they matter at all is turn the overworld into some grand strategy type game where the units you have, the buffs you have, the planets you start with on your side are based of what you did in the past. And that way at least you get to feel like all the planets (and people on those planets) you failed to save are your fault.
But adding a new game genre on top of what people where expecting out of the game would probably also piss off a portion of the playerbase who doesnt want to do a strategy game on top of their action-shoot-rpg game

SG1 can't pull it off. An Assault Carrier is way bigger than a Ha'tak (its over 5 kilometers long) and its crewed by tens of thousands of aliens who are actually somewhat competent and armed with useful weapons as opposed to extremely retarded Jaffa with garbage weapons.
They could pull it off if it was a much smaller Covenant ship and they had their typical plot armour. MAYBE a corvette although it still took two Spartans and a bunch of marines to hijack one.

No. They wrote themselves into a corner with them being as strong as just one Reaper is and the implication there'd have to be thousands of them. You're left with no other way to win but a giant deus ex machina that kills all of them at once. It also didn't help Bioware thought they could pull off "your choices matter" on such a large scale and them not even knowing how they were supposed to deal with the Reapers coming. Hate 2 all you want but the trilogy was fucked the moment 1 ends with Shepard and Anderson/Udina telling players that the Reapers are coming and you're going to fight them and win.

Of course. They could have set out to design a game that culminates in a great big climax sequence, designed specifically around creating novel gameplay interactions based on past key choices. They could have chosen to make that game, sat in an office meeting with a whiteboard full of key narrative choices from the last 2 games and talked their way through it.

They chose not to, because whoever was in charge just wanted to create another game exactly like the previous two and not worry about continuity or expectations. It was a blithe and soulless assembly line that in their hubris they believed coutjust pump out an ME-like for Christmas every other year until the heat death of the universe and anyone else's opinion be damned.

It wasn't some impossible game design puzzle, just a classic instance of a developer mistakenly believing that the success of a new flagship title had allowed them to outgrow their core audience, and that they would be accountable to no one as long as marketing herded the goy into GameStop at the correct date. The 2010s are littered with examples of this phenomenon.
