You're forgetting the key context from the terminal entries in Camp McCarran. The ones from General Oliver's attache state that post Dam victory, the supply lines were being massively consolidated via Crimson Caravan contractors, basically solving the spread thin problem within a year. It's a really easy detail to miss, but it totally reframes the NCR's stability. The show just ignored it.
