I can't remember which drug gives you bullet time, I think it's jet, but that was the only one I ever used in the newer fallout. The others aren't worth the withdrawal or the inventory weight to stay out of withdrawal.

Temp bonuses don't unlock anything. PER might make you aim slightly better in VATS, but you'll get more out of Jet. And extra INT doesn't seem to help anything at all.
