Every TES game has the Empire getting weaker so there's really only two options:

Empire loses one of their last remaining provinces and no longer even has a land border between themselves and High Rock. If High Rock decides to leave for say, a new human alliance between Hammerfell, HR and Skyrim, the Empire is now just Cyrodiil and they should really rename itself since it's become just one country.
>imperial victory
The Empire is now saddled with a wartorn northern province and a really fucking angry populace. Even when Ulfric dies and the Stormcloaks are officially disbanded, there will still be smaller cells within the country that keep the fight going for years with sabotage, assassinations, conspiracy, terrorism, etc. Once the bond of mutual trust and respect was shattered after the WGC it can never be regained.
If you like the Empire, even you should see a Stormcloak victory as the better option. Maybe Cyrodiil can get invited to the new human alliance if they're willing to pull their heads out of their asses. Since all factional questlines are canon in TES games, the Emperor was assassinated by the DB so they're also going to be dealing with a succession crisis at home. The Empire is fucked no matter what, so why not spare Skyrim the turmoil of losing their high king, their emperor AND Ulfric all in the span of a year? Even if you think Ulfric is dumb, as least he won't leave Skyrim completely rudderless.

We can go back and detail how they lost every province except High Rock and Skyrim, or how the septim dynasty ended and the dragonfires went out, or how they abandoned Morrowind completely, or how they couldn't even beat fucking Hammerfell who was fighting a two-front war at the time.
They've been inarguably weak for the entire 4th era. The 4th era exists because they lost the blessing of Akatosh. What more do you want? What would be enough?
