no 3D fallout game is balanced but NV has the closest thing to resembling some kind of tangible difficulty curve until you reach Vegas and the "go anywhere do anything" structure causes it to instantly disintegrateI feel like the thing in Fallout 4 and Starfield where you can't powerlevel your skills and you NEED to be a certain level before you can max them out is an attempt to have a smoother progression curve but it's just kind of annoying mostly
