How come Nintendo is the only major company that makes cartoon-inspired games these days? Sire, some games (i.e. fortnite) are stylized visually, but it feels like Nintendo are the only ones making games that actually feel like a cartoon from top to bottom.

Well, they're not really all that popular.
Especially as the gaming market moves towards PC since the aesthetic doesn't necessarily synergize well with every genre and PC players like specific kinds of games.
You want to make a game that players of all ages would enjoy and many people find it impossible to enjoy something bouncy and vibrant (except Mario Kart for some reason)

Does anime not count as cartoony? Because a lot of Japanese studios still do that for their games.

Sort of. The main difference between "anime" and "cartoon" stuff is that anime is typically fantastical in a "magic" sort of way. A cute girl swinging around a big sword in a fantasy universe. "Cartoon" is fantastical in a more comedic way, like a stylized cat slapping someone upside the head so hard their whole body briefly deforms for exaggerated effect.

Obviously there's some overlap that makes it difficult to really cut a distinct line between what's cartoony and what's anime (especially when you start taking shit like Kingdom Hearts into the equation) though.
