Shinkiro's Marvel 3 art is unbeaten to me but Ikeno's concept work is excellent and Nishimura has THE Chun-Li to me while putting in good work outside of Capcom (Code of Princess sucks but her art for it is gorgeous). I'd say Bengus but his 2nd Capcom run has been full of genuinely bad artpieces.
