Why does Tamriel have it out for Khajiit and Argonians, but most people were alright with Orcs?
Khajiit and Argonians were already recognized as actual people while Orcs were still seen as horrible barbaric Goblins

You might have that impression because Khajiit and Argonians made the bulk of the slaves you saw in Morrowind while orcs were mostly concentrated in very Imperialised areas where people were expected to treat them as equals.
People still look down on orsimer, but a number of orcs dedicated themselves to proving they could be functional members of society by working as smiths or soldiers for the empire.

Orcs are too commonly used as a black person allegory, making them disliked even in a game like TES where they're not just a blackie caricature is asking to get bad press.
