I think voice actors should be ok with it especially for large rpg games. Simply have it in the contract they get their base fee that has to be for x hours. Then the devs can buy the use their voice for a flat fee to add more dialogue in that game. If theres dlc they have to repeat the process.

The biggest issue of voiced protagonist in games like fallout is it limits the options. They then resort to lazy shit like where theres 4 options but only two lines are actually said.
