You won't be winning most of the time make no mistake, but the game is playable with a single starter. That said, not all starter decks are made equal, and in some cases you'll get a better deal out of one more than others if you're planning to play them as-is. As for ST06 in particular, that one's one of the better ones as I see it, but it's also one that I don't have and haven't played myself. It's one of the only starters that comes with its own searcher, which is pretty powerful in the game's context.Incidentally enough, the lads came over a month ago or so to play, and one of them only has his vanilla ST03 and he managed to beat every player with a 'real' deck, myself included.

Most set cards are actually very affordable, and rarely do they go for more than $10 a pop. There are exceptions of course, but point is you can build a reasonably strong deck by adding onto your starter and it won't be that expensive. The most expensive cards are promos and prizes, alongside alt arts and such but you can always get the base version of whatever for a fraction of the cost. There are also some particularly expensive cards, such as the base RX-78 Gundam, but that's because of the scarcity of the older starter decks.
