The world design is similar to X's, the combat system is explicitly built on X-2's "positional ATB" system (which continued to be developed [through Crisis Core, Type Zero and XV] into FF7r's reverse engineering of Rogue Galaxy). The difference is that people like Spira and the X cast. People do not like Cocoon. People do not like the L'Cie. In fact, a lot of XIII's problems are that it is trying to tell the same sort of story as X but flipped a bit: you can pretty accurately map events such as getting to Zanarkand and getting to Oerba onto each other. The problems with the series were always baked in: Square has always prided themselves on being visual artists above all else. Once they hit the FMV era they pioneered the term "cinematic RPG [top right of pic related]" and went all in. Now that we are past that era of gaming, the series is struggling to find its identity as the core gameplay loops have already been sacrificed. I think SE is actually doing pretty well on releases post-XVI though.
