It gives you health regen while its meter charges, and its crit swing will give you full overheal regardless of health (provided you actually kill with the crit swing itself). Use with the Dynamite for that effect. It's best used with stock stickies to recreate the Scottish Resistance, or stopping enemy demomen spamming the Mine Layer.

it's not fun because it's shit at killing people and ignores the thing that made scout fun in the first place. scout is fun because while he's fast and easily able to run away from people, he can't actually kill anyone by doing this. In order to kill people on scout, you need to put yourself at risk by getting up in their face and blasting them. That's why he's fun. If he was meant to just kite people forever and never put himself in danger while chipping away at them, he'd be a badly designed class(see: most other scout archetypes in shooters).
This is why the nailgun never made it into the finished game. Making scout's primary a mid range chip damage machine destroys everything that made him fun to fight against and fun to play. It's not a powerful weapon: nailgun scouts hardly kill anyone. It deals just enough damage that you can't ignore it and have to move into cover to avoid dying, but not enough to kill anyone who has a reaction time of less than 5 seconds. You'll never kill the scout either, though, since he never puts himself in danger to do this.
Scout is fun to play because it's all about choosing when to risk it all to run in and get a kill. Scout is fun to play against because however annoying he's being, you know for a fact that at some point he'll have to commit and if you're ready for him you can catch him and flatten him instantly. Even a medic can beat a scout who fucks up.
Nailgun scouts don't do any of that. They sit at mid range, peppering you until your health gets low enough for you to walk away and get healing. They won't chase you, because they have no close range burst and you'll kill them. You won't chase them, because you'll never catch them. They just hover around irritating people while accomplishing nothing. The only thing that'll get rid of them is a scattergun scout, who will effortlessly shit on them if they have even passable aim.

See, that's why you're not getting kills, you're treating it like it's the SMG, some kind of assault rifle, or the original Quake's nail gun; all of which it is far from being any of. You're still supposed to use it at the Scattergun's range (if not closer) so that the nails are easier to land, jumping around them to make them difficult to hit you also helps, and I've gotten dozens of nail gun kills this way. It's also good to use in hallways where enemies can't dodge, or with the Brick to get some extra damage in at the start to finish them off. The only mid-range scenario for the nail gun is destroying sentry guns while you're out of range, which it has excelled at since the steam update buffed its damage towards them.

You can't add in extra teams in TF2, unless you wanted to use Vscript to make team_unassigned be used, which would be super buggy.
Adding custom classes, is technically possible with both Vscript and Source mod. But it also is really buggy and breaks constantly.
TF2C's weapons also use new attributes not in TF2, which technically could be done in sourcemod but is just more optimized to make it run in the game natively.

Lambda and Pre-Fortress are probably the only other 2 mods I'm hyped about. Especially the former since I used to be pretty big into Sven Co-Op Also just remembered another mod called Fortress-Life that's just live TF2, but Gordon Freeman's a 10th class and just uses the regular Half-Life 2 weapons.
