I love the part in Age of Empires 2 where you gather resources and upgrade your kingdom not so much the battling part
Is there any good game for me that focuses on grinding and making things better?
I know Factorio, but it’s not cozy (similar to frostpunk) most of it is defense and resource management.
I want a nice, living, breathing world I can upgrade and expand something like TheoTown, I guess.

Have you tried the Anno games? Anno 1800 is the best one in my opinion. Another excellent game is Emperor: Rise of the Middle Kingdom which you can get on GOG. It's very cosy and has very satisfying aesthetic changes as you progress.

They're called city builders. Farthest Frontier on easiest setting sounds like what you're looking for. It's light raider attacks on you from time to time that you can prepare for and animal attacks.
It's basically Banished but with combat breaks. Combat isn't really the focus though like AoE 2. The focus is building these civic center things. I've yet to even build one because you have to tech up to them and the resources you need is wild.

Satisfactory has similar levels of autism as Factorio but it's full 3D, has a lot of aesthetic options, and the enemies leave you alone or can be turned off altogether.

Citybuilder with heavy roguelike elements. Sounds like a crazy genre mashup, but they pull it off surprisingly well. There's tons of strategic depth and room for optimization. Fair warning, though: it's all very impermanent. The goal isn't to build a big settlement that lasts forever. It's mostly about building a settlement up just enough to achieve a wincon then moving to the next one. The game allows a settlement to be continued past that point, but it no longer comes with any rewards for doing so. On top of that, it's also quite challenging. This game is hyperfocused on the strategy, and doesn't have as much of the comfiness or the feeling of slowly building a big thing. That may or may not be interesting depending on what you're looking for.

I can recommend Settlers 2. It's a rather slow paced logistics sim and doesn't have that much variety in buildings, but I found it rather cozy.

Fags ITT are all mentioning city builders games, but I don't think that's what you want.
What you're talking about is an entire genre. It doesn't really have a name apart from the vague "sim".
There are tons of games that that, where you start small, upgrade for automacy, allowing you to concentrate on a new ressource, repeat.

The best I can think of are My Time at Portia/Sandrock.
You have stuff like Supermarket simulator and many variants with many themes (pretty sure that stuff like Powerwash simulator even goes in here). Schedule 1 is another.

If you want more Factorio but without combat, play Satisfactory (but it's still ressource management obviously).
Animal Crossing is unironically also a contender, until you finish expanding your town.
For a more classic city builder, I say Banished. It's a lot more chill than others, there isn't any ressource management (but early game can be hard until you get going).

It's mission-based on relatively small maps like most old RTS, and it's commonly referred to as siege simulator which I think is pretty on point, with heavy impact on resource management. I recommed trying it in any case.

OP you might like Majesty, tons of upgrades, an interesting take on the fantasy kingdom building genre, but it's pretty old.

Besides that, worth checking out Bulwark Evolution: Falconeer Chronicles. Very unique kind of game, very aesthetic with lots of subtle mechanics you have to figure out for yourself. Very beautiful as well. It's about humanity rebuilding in a flooded world, you fly around in your airship and build cities, outposts, resource operations, trade routes, among other stuff.

No, it's better to conquer or build lush garden worlds for humanity to enjoy at its leisure. If you want boring steel and concrete, just stay in the spaceship but you should build beautiful space ships too

I recommend Empire of Sin but I also kinda don’t recommend it. You run a mafia in 1920’s Chicago and attack other rival neighborhood blocks to take over them and slowly expand your mafia empire throughout all of Chicago. You can set up and upgrade various businesses to earn money to set up and upgrade more businesses to earn even more money. It’s kind of half a cookie clicker and half a shitty Xcom clone. Just keep in mind that the game is janky as shit and a lot of the mechanics are very shallow and undercooked. I hear there’s a lot of gamebreaking bugs but I personally haven’t ran into any of them. That said, the game is fucking jank and frustrating at times, so do keep that in mind if it grabs your attention. If you do play it, set it to the lowest difficulty and install QoL mods because the combat is just so fucking repetitive after awhile
