Oliver's command are the bumfuck hillbillies and urban mass conscripted and with literally only two weeks of training before being shipped out with barely working rifles and sometimes with mismatched ammunition. The NCR does have good soldiers but they are being politically reserved whilst the Legion's best soldiers are filtering back from Colorado along with Lanius whilst their men in the Mojave drill relentlessly.

It's one thing to have men suicidally eager to fulfill orders but it should be contrasted better with the understanding that Caesar wants what's best for them and their officers value them. Instead Caesar actively detests most of his soldiers and the officers are overtly cruel. The cruelty if the officers would be fine if it was at least used systematically for Caesar to be the font of understanding and leniency for certain fuck ups made with good intentions. There should be greater contrast made between the Legions raw, slave recruits and the privileges and prestige enjoyed by veterans of a contubernium and officers.
