Okay. Let's be honest. There's not that much to suggest that Agent Cooper is actually a very good investigator. I'm pretty sure that if the Lodges weren't literally giving him hints, he never would have arrested Leland.Harry's a mentally unstable mess, but he's a genuinely skilled detective, at the end of the day.
