Just like the Halo show was a shitty show. Both franchises have preexisting world-building, "lore" and characters with already set characterizations and backgrounds. Fallout 1,2 and New Vegas has things already set in stone and it's obvious that the writing team couldn't even be bothered. LA is the Boneyard, Shady Sands is like 100 miles away from where it is in the show, The NCR is fully functioning nation with states and interstate trade. Even if you nuked the capital things wouldn't turn immediately turn into Road Warrior, you would have individual states taking the reins and trying to keep the NCR unified, or at worst it would fracture into separate nation-states that would still resemble some sort of civilization. The writing expects you to watch it while being a retard or drunk (I watched the first season with a beer in my hand and tolerated it). If you want to write-off the NCR to move the plot forward holy shit this is a stupid and lazy way to do it, essentially a petty DM going "rock falls everyone dies, the end".

How about when Chief Hanlon mentions that NCR drained all the fucking lakes in California for the brahmin barons, and Lake Mead was just as essential of a resource to capture as the Dam? I could see Caesar's ego being so big that he says "fuck it" on this deathbed knowing that he failed. He should know more than anyone that the legion's days are numbered if he died during the plot of New Vegas. He built up the legion entirely around him, and it was still just a weapon. If he actually made the legion into the "Rome" that he wanted maybe then he'd see to it's future
