They never give you much of a reason to ever see him as a bad guy
The first 2 games with him starting wars to keep bringing in new soldiers and orphans and taking over countries to make his own super country is the most evil he's been
Even then it's not really framed as that bad
The one game they had the chance to show how bad he could be, they did the complete opposite and made him good as fuck
