It's going to take place before Street Fighter 1 when Ryu and Ken were in their early 20s. Ryu and Ken will be 17~18 in "SF−" similar to their Victory counterparts, another confirmed character is Abel, but this time he will look very young like in his concept art. Yes, Abel's origin got retconned, he wasn't "artificially created", he was born like any normal person, but Shadaloo's scientists found out his genetic composition was compatible with M. Bison's, he only needed a few minor genetic and mental edits, so he was "enhanced" and (re)"born" as one of M. Bison's spare bodies around the Zero / Alpha years, but he was already alive before that, there's no accelerated aging anymore. Other confirmed characters are Go Hibiki and Sagat.

Capcom would COULD do that, a young Akuma could carry as shoto lead, but you wouldn't have Chun, or Ken or Ryu, so it would never work after the failure of First Impact back in the day. The only thing that can keep a fighting game relevant is if it's one of the three games that the community actually plays. Everyone else is fucked.
