Has anyone tried not resting every time you have to meditate and level up? That way you won't level up super fast? Like maybe you level up 15 or 20 skills every level instead of 10?

That's Oblivion and Skyrim. They're far worse about the lying to you about what skills and stats do. Tbh bethesda does this with all their games. The numbers either lie or the perks don't tell you the exact number or percentage of an effect because everything is meaningless or barely has an effect. Fallout 3 is the worst about this
