If you read some interviews from the devs they all say the same thing. They burn through interns and temp workers like crazy to not pay them properly, Sweet Baby, ESG and DEI shit killed any sense of reward from working well and no one is allowed to have an opinion on anything.
Games like Far Cry are such a clusterfuck that they basically redo the whole engine from scratch every game because no one that worked on the last game is still there.

Essentially Ubisoft is just a modern studio like the hundreds of others, they're just so big it took a while to ruin everything.

Cost. It's 100% about cost. Ubisoft jumped feet first into the deep end of the open world pool early on. They've been worried about cost internally forever, but never knew a way out, since the bar was now set so high. All it takes is a little weakness in sales a few times, or even just one big flop and they're toast. It's kind of amazing they lasted this long.
