In ME1 they were a "human supremacist" group that brutally murdered and experimented on humans, and given the husks we found in their wake, were implied to already be compromised by Reapers. ME3 then retconned them back into being comically evil reaper-thralls.

I assume that it would've been a comma if it was a scene from a book, but dialogue in a game is punctuated partly for the VAs to do an accurate reading, which is probably why the writer chose to go with a period instead. I did this a lot on my shitty GoT game as well just so I wouldn't have to worry as much about actors' delivery on recording sessions I couldn't sit in on.
