sometimes added flair is good for a story, not bad. Reality never follows a logical narrative, so we're already breaking from it in a substantial way; intermittent bouts of unrealistic dialogue are not any further from that root, especially considering the typical setting allows for colorful characters who might be more likely to speak in that way to come to fore.
Not to mention some people really do think of things they would want to say if x or y were to happen and scenarios where someone tries to drop an intimidating line or something along the lines of the OP do exist on occasion. It's simply a matter of accepting that the uncommon is more common in your narrative.

If you’re a combat trained veteran you aren’t going to say something corny like that in the middle of a desert, to a dangerous criminal. Even the Legion dudes for all their retarded larping just say “Caesar has marked you for death, get ready to die.” Its simple but its straight to the point and it works and feels “scarier” than someone going “Ooooo I’m the grim reaper, piss yourself in fear.” I cant take it seriously at all. Nobody can its the same as Tony Stark saying “hes right behind me isnt he” while an alien or a robot kills like 10 people in front of him.

Rather than telling someone that's already an enemy to repair the relationship, they should be warning someone just on the cusp of being hated by the NCR to not fuck with them again, or else.
