They're not used to games treating their gameplay as a storytelling medium. They've been taught that "the gameplay" is a sacred immutable set of rules and anytime a change is to be made they'll receive copious tutorial popups to explain exactly what is changing, why, and how to play. The idea of just setting up systems and then using those systems in whatever way you can to communicate what the characters are doing is beyond them.

You can encounter yuffie at multiple points in different forested areas. It's not unreasonable that you'd randomly encounter her.
The dialogue tree afterwards to actually get her as a member is bullshit tho.
However, remember that if you were a 10 yr old in 1997 you'd immediately keep trying again if you failed to get her. That's just how things were. You had two games for your PS1, some shovelware shit and ff7, and you'd just play it over and over again walking around randomly.

And as someone else pointed out, strategy guides were a big things back then. I'm not sure how true it is that games were designed with cryptic mechanics just to sell the guides, but I wouldn't doubt it.

I had a random guide containing tips for FF7 before I even got to buy it.
Bought this one for Abe, which was my first PS1 game.
I remember that my kid self found King's Field to look like the most awesome thing ever just from reading the guide for fun (guess that was the equivalent of a let's play?), although I never got to actually buy it afterward.

I lived in the south-east and somehow got a pirated german copy of the game and managed to figure out the entire game up to where Aerith died. If I managed to figure all of that out and also have yuffie AND vincent without a guide in a game I couldn't even understand, then everyone should be able to unless they're massively brain damaged. I'm not even calling myself smart. It took me 2 weeks back then to figure out where to get the batteries in Midgar so I can climb up to the Shinra Building.

I was too weak to beat Jenova. Aerith was a main member and I couldn't go back to level up because you're stuck downstairs after saving

It's surprising looking back on it and comparing it to modern games. They both have fleshed out side quests. A modern game wouldn't dare do that because it would be considered a waste of resources.

In Yuffie's case, they did make attempts to not her completely missable. Her encounter rate goes up in forests deeper into the game. It eventually becomes 100% around the shinra launch pad. Coincidentally, shortly after this point is when you can access her first side quest.

Yuffie's earliest encounter is immediately after the Midgar snake. After confronting the Turks you're the other side of the continent and there's the mountain with Phoenix and the next story section in Juno. In this area of the game there are dark jungle textures where Yuffie's special encounter can happen. There are other places in FF7 after this, but this is the earliest. This means you can have Yuffie in Gold Saucer the first time, on the boat ride, and the dolphin/military disguise arc in Juno.

Been around and available for all English speaking countries since 1995 and was one of the biggest gaming sites at the time. Anyone with a family PC + internet would have known about this and those who didn't had friends at schools to tell and show them this information. I've seen dirt poor Brazilians who barely spoke English use and reference this site. And even then, if you were a richfag, you just bought the guide and showed all your friends.
