A modern game wouldn't dare do that because it would be considered a waste of resources.In Yuffie's case, they did make attempts to not her completely missable. Her encounter rate goes up in forests deeper into the game. It eventually becomes 100% around the shinra launch pad. Coincidentally, shortly after this point is when you can access her first side quest.
