It's not illegal and it's not super taboo, it's just seen as gross and extreme. Like if you were to have a character who had all of the skin flayed off of his bloody, meaty head, a lot of people in the west would find that gross and hard to look at. But just like skulls in China, it's not necessarily something that would get you boycotted, especially nowadays. It's just that when a western game is being localized to China they're going to be as safe as possible so it won't fail rating or have any issues, so they remove bones and skeletons and stuff like that. Or they used to, at least.
