They were the "OG" Vektans so to speak.Helghan was just a mining planet with little to no population.They lost the war VS Earth and Co. and a quite significant portion of the population left from Vekta to Helghan. Those who exiled themselves became the Helghast we see in the series.

They settled Vekta on top of the defeated Helghan Corporation population, who eventually scraped up enough to buy the hulks of their original colony ships and refitted them so they could settle on Helghan itself because they collectively decided they'd rather live on a nigh-uninhabitable shithole as free men than second class citizens on what was once their property.
