It runs F3 on the New Vegas engine. Then you run a shit ton of mods.

AND GUESS WHAT? you can then port all the FNV armor and weapons into 3.

i actually tried this but it's not been the greatest experience. NV still crashes a lot, especially when you start to add any non-bugfix mods. TTW itself is really weird because you just get a stupid amount of perks by the end of the game. there's a mod that resets your level for the NV start, but it's still not the greatest because you retain your skill book bonuses and perks. overall it's worth playing through once but i don't think i'd play it again
