How do does the blind spell effect NPCs? What does the percentage mean? Like what would 10 percent do to an NPC?

It lowers hit rating. Except it's bugged in vanilla and actually increases it instead

At 100% they should not be able to see you at all, so you could just sneak in front of them

There's some even more obscure spells like Sound, which I've never even used (supposed to increase chance of enemy spells failing I think)
