Insultingly scripted, denying the use of even the few "builds" that it pays lip service in supporting, in favor of the setpieces that the developers want to insist on. Who cares if you are the stealthiest ninja in the universe? We need a boss fight, and you having never been seen is not an option. Who cares if you are the greatest hacker on the continent? We need a hacker villain who can effortlessly oppose you and give you a small list of pre-made quest options that you have to pick on his terms.
