Someone can correct me if I’m wrong, going off hearsay, but apparently in some Batman media, the companies that do construction for most in Gotham. work for Bruce basically, so he would have a say with what they should include.

That's because the whole practical purpose of gargoyles is to divert streams of rainwater away from building walls. There are several rare cases of several buildings being unified into one structure, keeping most of the facade stuff, but you can count those on one hand
