More like Gen 6. Regardless of how you feel about Pokemon, you can see a clear evolution from Gen 1 to Gen 5, and then 6 was the first that felt like a half-baked mess

Gen 5 didn't evolve anything. It was just the last one with a decent campaign.
Gen 6 did have evolution, but the campaign sucked, they skipped Z, and then they promptly started walking backwards in gen 7
