That might not be universally true, but it's so prevalent that their entire history is seeped in acting like shitlords and then crying when a group of people retaliates. Their cities, though perhaps some of the most impressive, also feel like standard high-fantasy. And they lack a lot of character depth. I think they're one of the worse races to play but they're balanced out a little big by having such a successful history, nice cities (despite being a little generic), and having actually good genetic advantages. Hence the B tier.They're on the same level as Imperials for obvious reasons. Both are races that shape the histories of Tamriel the most. The Imperials get a minus because they're easily the most generic human race, but they have a good reputation, they have great charisma, and most races actually like them (even when they have political disagreements), unlike the Altmer. Therefore, same tier as the Imperials. Breton being "lorebuilding fodder" is a joke if you also place Nords at the top. Bretons and Nords both have a simple fantasy background compared to some of the other races, but they are just so well-balanced and interesting even in their simplicity, that they just come out on top. No matter where a TES game takes place, these two races are going to be a solid choice, meanwhile some other races don't really fit (playing an Argonian in Morrowind for example). Bretons have a more complex history than Nords, have better racial advantages than Nords, are more successful than Nords, and are practically the only reason why the Empire even exists in the first place (even though Imperials get all the credit). They are successful merchants, magicians, warriors, honor-hungry knights and crazy woodland celts. They represent everything good about man and mer.

Bosmer won bigly in Oblivion. They were the real main characters in the game that had the best NPCs overall while the Imperials were mere cops, peasants and walking talking plot devices. Even the ugly models, silly voice acting and erratic AI didn't hinder Wood Elves since it all felt perfectly in-character.
