Is it a Factorio if they said that was going to be the case from literally day 1 even before EA was realeased? Because they did.
Anyway the game is pretty much one of the best works in progress to come in decades and full of unironic soul. Whether they can polish the parts that still very much require to be polished is up in the air and the developer is a schizo with no proper focus on how to do things, but the base it's built on is very great.

On one hand, it's my GOTYAY and there has not been any game that speaks to me like this one in a long time.
On the other hand, I have zero hope they will deliver on even a fraction of what they promised the game will be and they have already done bizarre choices and dumb changes that have made the game feel sometimes better, sometimes wonkier.

According to them? 1/4th, ish. That is if you count clearly unfinished systems being there, but not ACTUALLY there. I.E Roguelite dungeon only having 10 floors and 1 boss out of the supposed 50 and 5 total.
The upcoming 1.0 release supposedly would elevate that roguelite dungeon to be fully finished, and release 4 (?) more areas to the current map. It would then also add more to the other existing systems such as bounties, crafting, housing, etc, add a third hub, and allow you to upgrade both the currently barebones existing hub (Marin Village) and the third hub (Havenport) much like you do with the main town.

I suspect about half of that will make it, though.

While I appreciate the attempts at world building with all unique NPCs with Leah voice acting, it's really hard to buy in to any story stuff. I liked the little NPC thing that isn't marked in any way where you can pester two antisocial depressed people into town into going to the inn and they run into each other and have fun, but everything else feels simultaneously overwrought and insubstantial. I still don't know how the fuck people can tell my character is a Cerim at a glance or what powers I'm supposed to have outside reviving at a Whisper (but I guess not that in Hardcore).

It's weird that Odessa is posed as this sympathetic figure, but you meet her as part of an openly hostile faction whose only goal seemed to be "Fuck Sacrament". They were engaging in general banditry and killing regular ass city folk for no real reason. I've only just finished the Marin Woods and Lowlands sections, so I'll reserve judgement for when I hit the end of released content.

To be fair, anon, Odessa and several of the other Risen do explain to you their faction was already splintered. Their original goal was to regain independance from the mainland since they essentially get abandoned any time something goes poorly.
Their recent leader (Darak) got plagued and started to go insane, but nobody knows that the plague is a thing until you arrive and confirm it.
Darak is having a melty because the plague jumbles your memories and he hates that his waifu (Odessa's mother) left him for Elsworth because he's a shitter uggo from the north rather than a noble.

Odessa hints that something in the ship you were on was intended to be delivered to the island to destabilize it, and they didn't know you were supposed to be on it, but it was too late to pull out.
Her side of the faction also didn't know Darak was going to attack the city, which he does the moment she gets captured.

It really is not, so many systems not taking into account co-op dynamics. If someone teleports somewhere you have to ask them where they went because finding them on the map is not only arduous, or impossible of they go underground or the marker is simply invisible. You can be cucked out of bounties and challenges if the game decides you didn't contribute enough effort, such as your friend completing one by accident, and even if you did contribute only one player can receive the rewards. Even just looting and trading is annoying since there are no systems in place to share that information automatically, you have to vocalize literally everything. The one area where co-op might actually work, the crucible, is completely unplayable because a player who dies in the crucible is out of the run permanently. Imagine playing something like Risk of Rain, dying in the second level and having to remake the lobby to start a new run.
I play many co-op games with my friends, I love souls games but the co-op experience of this game is a legitimate 4/10 at best.

Odessa was born in Marin. And while the game has hinted ulterior motives, isn't the Madrigal's inquisition supposed to be posed as help? There's some spooky plague that no one understands and history is vague on, so the inquisition is marching in to clear the rot. They don't even go after other infected areas, their stated intent is to go to the source and fix it. I'd say that my genre savvy meta knowledge allows me to infer that they have ulterior motives or that shit might go wrong, but it seems like help was sent.

Oh and another thing that constantly bugs me is that I pour so much time and resources into fixing up the city, but I can't do anything for the people in the slums except buy up their property.

Eh, the multiplayer feels tacked on. The persistent shared world that everyone contributes to feels like it's made for asynchronous play, but playing alone in a shared realm feels like a minefield.

I also think the co-op combat feels like ass most of the time. It was fine early in the game, but later when everyone has big flashy AoE rune attacks or sweeping attacks, melee feels like a fucking chore.
"Just coordinate!" boils down to melee units just standing there with a shield up or doing their own side of the room. It's a little better during bosses because they're bigger, but not really.

Spells were underwhelming, or not even that, but the implementation of Focus is
The devs know if you can ranged all the enemies the game becomes trivial (yet the bow exists lmao) so they made it so ranged does pitiful damage until you build up enough focus to do 1 spell to nuke the whole screen
Gearing up and tinkering with your gear is stripped straight from PoE (not itself a bad idea)
Devs insist that the game is better played with a controller, which is bullshit, ive tried it, you dont even use the second analog for ANYTHING because the game controls the camera automatically (which is fucking horrid btw) but the gameplay suffers because of the controller first design (less buttons to do shit in an RPG, imagine playing classic WoW warlock with a fucking controller)
Performance was ass in multiplayer, ok in singleplayer but at times something was very wrong with an area and some camera angles dropped frames immensely, like the tower with the old fart
Bossfights were decently challenging, took a few tries each in multiplayer but the lack of gear for everyone probably made it harder than its supposed to be in singleplayer, i think it should be kept hard
The mobile elements, gathering stuff to build and craft shit is okay if you like that shit
The artstyle is great but i think the exaggerated long limbs are a bit retarded, but i suppose they are there for the games artstyle to be distinct

It feels like an experimental build where they just tacked on some shit from other games and dont really know what to do
I cant even find a good list of shit they actually want to implement, its like buying a pig in a poke
