3 is incredibly overrated, but the themes and tone of the story is the best even if it largely goes unexplored. Dungeons and tartarus are by far the worst though.
4 has the best cast and most memorable songs, and the best villain by far
5 is overall the most polished, great babbys first atlus game let alone jrpg. Combat and dungeons also the best in the series, and the quality of the music is more consistently high and varied than 3/4

The overarching main stories might be weak when it comes to randomly justifying going to kill God because they remembered they were making an SMT game. But the individual character stories in Persona have always been good and tried to do interesting things with themes to keep them from being stale.
