Is XCOM 2 still the best there is?

I'm looking for a new tactics game to play. I booted up XCOM 2 and it feels kinda clunky to play, but everything I read about it... apparently it's the best tactics game there is.

Is there any better I can spend my time playing? I kinda like the looks of Jagged Alliance 3.
